The five districts with the highest negative population growth rate are Ramechhap, Khotang, Manang, Bhojpur, and Tehrathum. The highest annual population growth rate in Ramechhap is minus 1.67 percent. It is minus 1.56 percent in Khotang, minus 1.39 percent in Manang and Bhojpur, and minus 1.30 percent in Tehrathum.

Bhaktapur ranks first in the district with the highest population growth rate. The population growth rate in Bhaktapur has increased by 3.35 percent, while the national population growth rate is 0.92.
Similarly, the population has increased by 2.33 percent in Rupandehi, 2.07 percent in Chitwan, and 1.97 percent in Banke and Jhapa. Among the Himalayan districts, Mugu has seen the highest annual population growth (by 1.49 percent).

In 2072, the constitution restructured the state of Nepal itself. The centralized state system was transformed into a federal system. It was said that the authority of the lion court would be transferred to the village. 7 provincial governments and 753 local governments formed from the 2074 elections are running for the second time after completing their five-year term.
But even federalism could not stop the unbalanced distribution of population. Former member of the National Assembly, expert on federalism. Khimlal Devkota says that due to the lack of authority given to the local and state governments, even now they have to go to Kathmandu to get some services.
Devkota says, “If the central government creates services and opportunities at the local level by transferring powers to the state and local governments, the current imbalance can be stopped.” Devkota believes that if development infrastructure, education, health, effective public services, and employment opportunities are to be found in villages, people will not move to cities.

It seems that all over the world, rural areas are becoming established as cities; rather than making villages into cities in Nepal, it seems that the construction of houses on agricultural land is increasing due to the fact that people from villages are moving to cities. After the house is built on the arable land, the mountain is becoming a forest without people.
